Creates a complete, isolated, seeded organization for the calling partner using their bootstrap credential, returns the org id and one-time QA user credentials, and grants the new org onto the caller’s API client (effective on the next token mint). Soft cap of 3 organizations per partner. Only exists in the sandbox environment.
